For the past 30 years emergency management policy has been the subject of major reforms. In 2002, the Homeland Security Act passed on the heels of the events of 9/11. The failures surrounding Hurricane Katrina in 2005 led to the Post-Katrina Emergency Management Reform Act of 2006 (Title VI of the Department of Homeland Security Appropriations Act, 2007). The reforms in the Post-Katrina Act reformed some of the policies initiated after 9/11 and enhanced FEMA’s authority. Each of these legislative acts served to widen the scope of emergency management policy.

For this Discussion, select an emergency management policy reform that occurred after a disaster or emergency incident. Think about how the disaster or incident prompted the policy reform. Then consider why reforms in emergency management tend to happen after an incident rather than before and any challenges to making reforms in emergency management policy before an incident occurs.

Note: Please do not select the policy reforms related to Hurricane Katrina as an example.
